Dr Mahathir Letter To Mr Jacques Chirac: Demonstrations In Genoa
President of the Republic of France
PARIS
Thank you for your letter on G8 Summit. The subject of poverty, education, AIDS, etc. are extremely important and need to be thoroughly discussed. In this regard I welcome France initiative to hold a meeting of the World's Heads of State and Government representatives of the World Diversity in 2003.
You mentioned the demonstrations in Genoa. Obviously such demonstrations make meetings of Heads of Government and other international meetings very difficult to hold. I do not agree with demonstrations as a means to express dissent, any more than I agree with the terror attacks in order to promote a cause. But it is important that we try to understand the reasons for the protest and the horrible acts of terror.
People must feel very strongly if they are prepared to commit suicide for their cause. The anger of the Arabs who crashed the aircraft into the World Trade Center and the Pentagon must be truly terrible to make them do such terrible thing. We may think they are irrational but as long as we ignore their reasons for doing what they did, we will not be able to solve this terrorist problem.
As a Muslim, I know that all Muslims are bitter and angry over what has been happening to them. In Chechnya, Iraq, Sudan, Iran, Bosnia, Kosovo, Libya and especially in Palestine, the Muslims are being oppressed and killed with impunity. The "civilised" world which cares so much about one Chinese among 1.3 billion not being able to talk freely, turns a blind eye to the daily killings of Palestinians children and non-combatants by the Israelis. If the Palestinians explode themselves and kill Israeli civilians, it is because they have no helicopter, gunship, and rockets to respond to Israeli ground and aerial attacks. Yet Israeli attacks are described as responses to Palestinian attacks on them.
Muslims are bitter and Arabs are even more bitter. Out of the one billion Muslims there must be a few who cannot contain their anger and would be prepared to kill themselves in order to exact retribution from their oppressors.
Mr President, military action will not stop terrorism. The real terrorists and the potential terrorists cannot be indentified, much less eliminated by bombing Kabul or Kandahar. We do not know who they are. We can only eliminate them if we can kill all the Muslims in Afghanistan and elsewhere. I do not think even those who hate muslims are prepared to do this.
The answer to terrorism is to remove the causes. Stop the Israelis from killing Palestinians, stop the Russians from exterminating the Chechens, stop the siege of Iraq, Iran, Sudan and Libya.
Let us not be hypocritical about democracy. Already authoritarian countries are forgiven if they will help in the fight against terrorism.
As a doctor, I am trained to treat disease not symptom. Terrorism is the symptom of the disease of injustice, discrimination and oppression of the Muslims. Cure the disease, terrorism will--if not disappear completely-- at least be much reduced.
Dear Mr President and friend. You are regarded by Muslims as a friendly and caring Western leader. I beg of you to advise the United States and Europe not to resort to war but to try to eliminate the causes. As a show of earnestness, please get the United Nations to send troops to Palestine to seperate the Israelis from the Palestinians. We can look at the other grievances after that.
Mon cher ami, I give you my highest respect and I place in you my greates hope.
DR MAHATHIR BIN MOHAMAD
